error message for new user

when i want to create a new user in windows 2003 server I got this
error message.

Windows cannot set the passoword the password for "username" because.


The password does not met the password policy requirements. Check the
minimun password length, password complexity and passoword histroy
requrirements.


I does not impose any policy on the user group.


Can any body help me.

The Password Policy is linked to the domain "root" and will be applied
by all users and computers. You can modify the settings in the password
policy if you like to - but I recommend leaving the password complexity
enabled, as users tend to choose poor passwords everywhere they're
allowed to.

Just a short notice that the setting has to be set to "Disabled" and can't
just be left out un defined in the policy because that's mean the defaults
will apply = Enabled.

FYI: I also strongly don't recommend to turn this off.
