users are not able to log into windows 2000 domain

I had active directory and the server crashed, so I had
to reinstall windows 2000 server and active directory and
all the users( with different password), now from the
network computers if I try to login, I can not login and
it says passoword incorrect, so i added the user to
domain admins and the login works now. Any idea how? I
can not leave the user in domain admin group. please
help. thanks.
