Unable to create tables or forms

Hi,
I have a users using access 2003 and for some reason he's not able to create
a table, form, etc. When he double clicks on it or right click on it to open
it, nothings happens.

I've tried "detect and repair" and uninstalling/reinstalling access to no
avail.

Any other suggestions?

Am I looking in the "user and group permissions" settings, within security
on the tools menu? If so, the open/run box is grayed out for all the items
(tables, forms, queries, etc.)

What am I supposed to look for and change?
