Links not working properly

Hi,
I have a user that whenever he clicks on the forms or the queries option
nothing happens. He can't create forms or queries. I tried
uninstalling/installing access, and detect and repair. He's using access
2003. Any other things I can try?

Does he have full rights (create, read, modify, delete) for the folder where
the ACCESS file is located, and (if the database is split) to the folder
where the backend file is located?

Yes he does. But he can't even create a form or query?

What type of file is the database -- .mdb or .mde?

This user actually had to have his pc reloaded because of multiple issues.
I'm pretty sure this will fix the access issue as well.
