Unable to create restore points.

I have 2 different systems both will not create restore points on their own or when done manually. On my original unit with XP Pro, all the restore points are gone for the past year. There is only one day over the past year with any points but when you try and restore, nothing happens. When trying to create a restore point, it says "System restore is unable to create a restore point. Please restart the computer, and then run System Restore Again." If you restart you get the same message again. They system is running the same 5 hard drives, programs and other devices as it has done for the past year. It's only with the past couple of month that restore stopped working. I've gone as far all disconnecting all the drives and did a clean install one new drive. After the clean install, I was able to create a restore point. So thinking everything is fine I've proceeded with reloading software. Sometime over the past week, I'm back to have no system restore. My second system is doing the exact same thing, the only different is the system is rarley used so there were very few restore points to begin with.

The system vloume file (system restore) is
corrupted,shut off system restore and reboot.then turn
system restore back on and create a manual restore point
it should work after this.
