Unable to copy file during setup

I reformatted and repartioned my hard drive. Then I tried
to re-install XP. When it tries to copy files I get the
error message the XP was unable to copy file *.* and asks
me to retry to skip it. When you retry, you get the same
message over and over again. Could it be a bad hard
drive, or a virus? Any ideas?
