Unable to Connect to POP3

I am receiving an error stating that Outlook is unable to
connect to the incoming email server (POP3) but I am able
to receive my messages.

Why am I receiving this and how do I stop the message
from displaying?
 
What version of Outlook? Do you have more than one account configured in
Tools -> E-mail Accounts?
