Unable to complete format

I have Windows Vista Home Premium. When I attempt to format a cd-rw in the F
Drive, it appears the format nears completion, but then I get this message
"Windows was unable to complete the format". Any help would be appreciated.

Could be a duff disc. Try a new one.
