Unable to clear cookies index

I can't clear the index file from the cookies file
because "some person or some program is using that file"
and a cookie keeps popping up from go.com. What is this
and what does this mean?

This is probably being caused by a third-party program
(adware, spyware,
parasite)

Download, install, *update* and run these two programs:
Ad-aware from http://www.lavasoft.de/software/adaware/
Spybot from http://security.kolla.de/ (Remove items
listed in red.)
