unable to change or remove programs.

I have a HP with XP 120gig HD,512megs RAM

In add /remove programs the add/remove is gone. I tried to reinstall a
program and it will not let me. I tried to restore to a previous date and
it went through the motions

but said it could not restore.

I ran the sfc /scannow thingy and still will not let me remove a program.

I fired up the machine in safe mode and still the same problem.

Any help would be appreciated.

Are you logged on as "Administrator" or have you made any changes to the
Administrator account ?
