Unable to change desktop background image.

I've searched the MS KB without any luck and scanned this newsgroup,
but I didn't see a solution to my problem.

Which is:

When I try to change the desktop background image either the Display
Properties window closes or I get a message box pop up: "Run a dll as
App has encountered a problem".

Any ideas? Everything else in Display Properties works fine.
