Unable to allocate rids from pool

I ran a dcdiag the other day and I noticed i was getting an error that
said no rids are allocated. Here is the output of my dcdiag
/test:ridmanager /v

Doing primary tests

Testing server: SanJose\SJMAIL
Starting test: RidManager
* Available RID Pool for the Domain is 6502 to 1073741823
* sjdc2.hpl.com is the RID Master
* DsBind with RID Master was successful
ldap_search_sW subtree of DC=hpl,DC=com for sam account
failed with 234
: More data is available.
No rids allocated -- please check eventlog.
......................... SJMAIL failed test RidManager

Running enterprise tests on : hpl.com
Test omitted by user request: Intersite
Test omitted by user request: FsmoCheck

There are no errors in the event log and i've search the web but can't
find anything. Its funny because i can see the RID master. I have
tried moving the RID master role to another DC, but to no avail. I
would greatly appreciate it if anybody has seen this error and found a
solution.
