unable to activate computer management

Would like to add a removable storage drive
I am unable to activate computer management in control panel/administrative tools
once double clicked, the computer management window appears less than one second and then disappear. It quite odd but as a result I can not configurate the drive and assign a letter. Could anyone help me?
