Unable to access SAFE mode

After attempting an install of Norton Systemworks 2003 my
computer rebooted itself.
After reload it took me to the black Windows XP did not
shut down normally screen and presented me with the 3
option menu
Last known good ( which does not work)
Safe mode ( does not work)
Safe mode with networking ( which again does not work)

Without being able to get into Safe mode I am stumped on
how to repair my computer... any suggestions?
