unable to access Logical Disk Manager

I'm ugrading my computer with a new hard drive. It's installed, and the BIOS sees it, and XP Home detected it, but for some reason when I access Disk Management in Computer Management, I get a message "You do not have access rights to Logical Disk Manager on XXXXXXX". Why am I getting this error? I was able to use Disk Management for my last drive.
