Typing problems

Every time I try to type a tilde (~) or inverted commas
(") it does not come up unless i press it twice, in which
case two of the said symbol come up. However if i type an
o, i or other letter that has special characters after
trying to type a tilde or inverted commas it shows an õ
or an ö. Seeing as I'm trying to do programming and i use
a lot of (")'s this is really annoying. What do I do to
stop this from happening?

Probably just a worn out keyboard and since they are extremely
inexpensive.....
Unless you have a wireless keyboard in which case I would try to re-marry
the KB to the receiving unit again and make sure the receiving unit is close
enough and not too close to the monitor.

Install the correct keyboard country for you keyboard. You are set to US International.

To add another keyboard layout or Input Method Editor (IME)

1.. Open Regional and Language Options in Control Panel.
2.. On the Languages tab, under Text services and input languages, click Details.
3.. Under Installed services, click Add.
4.. In the Input language list, click the language for the keyboard layout or Input Method Editor (IME) you want to add.
5.. Select the Keyboard layout/IME check box, if multiple options are available, and then click a service in the list.
If Keyboard Layout/IME is the only type of text service available, click an option in that list.

Notes

a.. To open Regional and Language Options, click Start, click Control Panel, and then double-click Regional and Language Options.
b.. There may be only one keyboard layout for some languages.
c.. To add an IME, you must have installed it on your computer first.
