Two slim custom toolbars - possible?

I like to have a double-height taskbar (the bar at the bottom of
the screen with tabs for each active program).

Can I make my two custom toolbars each occupy just a single height
or "single row" of a double-height the taskbar?

Here is some background detail:

(You can see that I have created two extra toolbars of my own.
There are six minature icons in one toolbar and the other just has
a name "SG short". Each toolbar is "double height".)

Can I make each of my two custom toolbars occupy just a single
height of the taskbar?

Perhaps one custom toolbar could be placed ontop of the other? Or
perhaps they would be side by side sitting just in the lower half
of the double-height taskbar?

Would it work for your purposes to put the taskbars together at the TOP of
hte screen?
You can quite easily drag them to the top and they can both occupy 1 single
height space and be side by side. I'm set up in exactly that way.
