Two quick User Account Control Policy questions

Bought a Gateway with Vista Premium preloaded.

I turned off the User Account Control but I'm still getting the nag screens - so
it didn't look like there was any difference.

Also I tried to load the Local Security Settings snap-in "secpol.msc" per the
Vista help instructions and the system couldn't find it. I also tried finding
this file manually (I unhid system files etc.) to no avail.

Anyone have any suggestions?

No idea about the UAC prompts, sorry.

The home versions of Vista do not have the Local Security Settings
snap-in (secpol.msc); it is only available in Business, Enterprise and
Ultimate. If there are specific settings you are looking to change,
someone here can probably help you by finding the registry settings (if
there are any) that control the behavior. You can also download a
spreadsheet of all of the Vista group policy settings from Microsoft at
