TweakUI XP in Control Panel

At one point in time, I had a patch, or a small routine, that would put
TweakUI XP in the control panel window. It shows up there on two of my
other systems. I've just redone my notebook computer and would like to
have that on this one as well. Can someone tell me how to do it?
