tweakui group policy

Was wondering how we can access thr group policy in Tweak UI on Windows XP
Pro SP1a PC's that give us 'Access Denied' as the Administrator on the local
PC and as the Domain Admin? These PC's were part of another companies office
prior to our merger with them but they had a 'Workgroup' setup with no server
domain.

These PC's are now part of a NT 4 domain

All this does is open gpedit.msc.
