The following article describes a fix using TweakUI if lines don't appear under hotkeys in menus until you press the <alt> key:

I noticed the lines under the hotkeys in my menus don't appear until I press the <alt> key. So I went to use TweakUI to fix this as the article describes:
"Click to select the Menu Underlines check box in the Effects section on the General tab in TweakUI. "
But I can't find a "Menu Underlines" anywhere in TweakUI. I can't find an "Effects" section and I don't have tabs anywhere. There is a "General" section in the list to the left, but no "Effects" subsection.
So what is this referring to? I couldn't find an "about" section telling which version of TweakUI I have, but I downloaded it from Microsoft here:
