Tv-Out goes black and white?

Hello
I have a AMD 1500+ with 256mb ram and a ATI Radeon 7000 32MB with tv out
When I putted in the tv out cable,i could see the desktop,but it was black and white
And when i putted a movie on,i couldnt see the picture
How can i fix this problem
 
The tv card is probably set to NSTC and you need to go in to the
setting and change it to match the tv which will be PAL in the UK
 
I live in Sweden and I changed it to pal but it dont make
any changes. When I was on a computer store they said
that maybe my computer didnt supported s-video.
Then I bought a rca cabel.But I still didnt got color.
I really want to fix this problem.
