TV contorl stuck in screen

When watching TV in any size other than full screen, the controls are stuck
inside the TV picture. I cannot just drag and drop them to another place on
my desktop. How do you move the on screen controls out of the image. In
full screen mode I can drag the controls anywhere on the desktop. I have an
ATI 9000AIW Pro.

theres only a few places you can grab the controls with your mouse, play
around a bit
