Turning Off Track Changes

I made several templates. Each time I open the templates track changes is
automatically turned on. How can I turn it off perminantely? I turn track
changes off and save. When I reopen the document track changes is still
turned on.

Help!

Hi Sam -

Once turned on, Track Changes cannot be effectively turned Off until all
changes tracked have been either Accepted or Rejected. Accept/Reject any
tracked changes, turn Track Changes off & then save the file.

I tried this and it doesn't work. Still is turned of everytime. Maybe I can
send you a one page template and you can see what I mean.
