Track Changes won't turn off

I have a document that won't track changes when I add or delete text, but
ONLY when I delete an autonumbering. I have trk turned off and accepted all
the changes. I inserted the entire document into a new one, but every time I
delete an autonumber it will track that change. I am pulling my hair out.

How can I turn of track changes in the entire document?

When copying the contents to another document, leave Track Changes ON in the
source document and make sure it is turned OFF in the target document; that
way, the tracked changes will be omitted in the target document. See
