Track changes turned off- yet continues to track changes

I have finished editing a book in Word 2003, and deleted all comments and
changes and turned off track changes so "TRK' is greyed out. When I go to
add any final details, my additions are underscored as if Track changes is
still operating. I found a previous post re this problem and verified all
changes are gone, and recopied into a new doc, but the problem persists and
after two hours of searching for the answer I'm pulling out what little hair
I have left. Please help!
