turn off tracking for all users

We found that some spammers are requesting a read receipt. By default,
read/not read receipts are sent automatically, thereby verifying a valid
email address. (We are looking for a better overall solution.) I can ask all
users to update their tracking (Tools, Options, Email Options, Tracking
Options, Never or Ask Me) but I would like to protect my sweet little users
who cannot be trusted to protect themselves. Any suggestions.

If you want to use a policy setting, this would be the key:

Key: HKCU\Software\Policies\Microsoft\Office\11.0\Outlook\Options\Mail
Value name: Receipt Response
Value type: REG_DWORD
Value data: 0 = Always send a response
1 = Never send a response
2 = Ask before sending a response (default)
