Turn off junk email processing? OL 2007

Hello,

Tools->Options->Preferences->Junk E-Mail: I have checked the 'no
processing' option. Still, Outlook is moving mail to the 'Junk E-Mail' and
'Junk Suspects' folders. How do I truly turn off this behavior?

TIA for any advice...

Are sure that your antivirus program is not doing this. The folder "junk
suspects" is not a folder which Outlook would create
