"Turn off Computer" fails to open

When I click on start/turn on computer nothing
happens...it fails to pop of the box that allows me to
restart or shutdown. As a temporary work around I can open
the Windows Task Manager and shutdown/restart works fine
through the task manager...

Still no I have already tried everything I could find in
the MS Knowledge Base. I am now reinstalling Xp on top of
the existiing install to see if that will fix it for me!
