Turn off auto insert of a symbol

When I hit shift and the key with the question mark, I get symbols instead of
a question mark How do I fix this?
 
That didn't do it. I only have Canada selected. Any more ideas? Note that
the "?" works in this screen, but not in a message in Outlook 2007

Selected is something else than having other layouts and languages
installed.
Which combinations are listed in that dialog?
