How do I add Symbol to Insert menu in Outlook

Using Office 2003, Insert menu in messages does not have Symbol option. I
need to briefly access foreign language letters (e.g., letters with accent
marks) in some of my correspondence. I had this option in Office 2002. What
gives?

Did you enable Word as the Editor?

You need to use Word as the Editor or open Windows character map to insert
them (and learn the keystrokes for the most frequently used symbols).
