turn computer on and off from keyboard

Use the Microsoft key between Ctrl & Alt, {assuming you have one}, navigate
with the arrow keys and use Enter whenever you are at a location you want.

You can wake your computer from standby and maybe
hibernate by pressing any key or by shaking the mouse,
the settings for this is in control panel and then keypad
and/or mouse options.

Open a command prompt (erroneously called "DOS box" by some) and issue
command "shutdown /?" to see instructions for using the shutdown
command. Can issue this from the "keyboard" via your fingers.

Press the windows key, then press U. This will bring up the shutdown
option box; choos shutdown (using up/down arrow keys) and hit return.
 
The computer's CMOS/BIOS would need to have a setting so as to tell how to
start with the keyboard and which key/key combo to use.
