Windows XP has the basics of the L&H speech engine for text-to-speech
services. The program, Narrator, is included with the operating system.

Newer versions of Office (Office XP and Office 2003) include additional
text services: enhanced text to speech and some speech to text functions.
If these components were not installed, run Office setup again using Custom
or Add Features option and select them.

Third party software (text to speech or speech to text) may include its own
engine or utilize the existing underpinnings already in XP. The
documentation of the program should make it clear if it is installing
another engine or using what's available in XP.

Just checked in the Word 2003 help file. It looks like most of the Office
features are for speech to text instead of text to speech. You may want to
ask in the MS Office groups for more details but I'm guessing third party
reader software will be needed for anything more advanced than what
Narrator can provide.
