Anyone aware of anything that would notify a user of
sniffing another machine on your lan using Terminal
Services, having issues with users (Primarily Managment)
peeking into other machines...

Peeking using Terminal Services?

You mean they know the username/password of the other user or the other user
is asked and agrees to accept Remote Assistance from the first user?

In case 1, the machine would be locked when they remoted in.
In case 2, I guess you could have the domain configured where it doesn't
even ask if they will allow the viewing - but that would be wrong.

You could have something other than true TS's I guess. Like UltrVNC maybe?
Of course, isn't that password protected with a passwords only the computer
admins know?

If the people remote desktop into a PC as themselves, that will also log
into the machine, and depending on your security and policy settings, the
last logged on user might be remembered and show who logged on.

Are the Workstations not formatted NTFS? Do all users not have seperate
accounts? Is not the machines done in such a way where users normally save
in their own (NTFS secured) areas - either locally or on a server?

In other words, without knowing what your setup is, we cannot tell you
what's up.
