TS licensing ISSUE

Some issue shows on my Event log when backup is initial.

EventID: 44
Category: None
Type: Error

Error 1
--------
General database error occurred, Can't open ESE database file
C:\WINNT\System32\LServer\TLSLic.edb - error -550
JET_errDatabaseInconsistent, Database is in inconsistent state.
Error 2
--------
General database error occurred, Can't allocate a session from ESE - error
-1032 JET_errFileAccessDenied, Cannot access file, the file is locked or in
use.

Scenario
----------
1. TS 2000 Server is schedule reboot at 12:00am everyday
2. TS 2000 server is schedule backup at 2:00am everyday
3. TS 2000 server is schedule reboot at 6:00am everyday
4. No WINS, DHCP services are activated

Please HELP!!!

You are backuped the State from AD? may be its that
