TS Client keyboard problems

Hi,
I have a remote user I just set up. Server is win2k
terminal server app mode, sp4 behind symantec 200r
firewall. Client is win 98 using symantec VPN client and
terminal service client running a foxpro application on
the server. He claims that he really has to "hit the keys
hard" to get them to respond in the program??? Much harder
then when he is not in this configuration on the same
machine? Any thoughts??

After talking to the user again it is really an issue of
latency, sometimes it is fast other times it is slow.
