Yes you can use 2003 TSCALs on a Windows 2000 Server TSLS. 2003 Terminal Servers will not be able to connect to the 2000 TSLS

Confused why you stated a "Windows 2000 Professional Server"

If I understand your scenario correctly, you have a Windows 2000 TS/ TSL and
purchased Windows 2003 client access licenses.

If that is correct- you can use those licenses on the Windows 2000 TSL you
will need to have them activated as Windows 2000 CAL's during the install
process.
