Trying to install Windows 2k on older Panel PC

I've got an older panel pc from work, and now i'm trying to reinstall
Windows 2000 on it, becurse the old was in german.

But anyway.. The panel pc is a ICP Electronics and is powerd by a
Wafer-5822 all in one board with USB CD-ROM, keyboard and touch screen.
When I try to install Windows 2000, the drivers are getting loaded, but
when that's done, a get a black screen with a cursor blinking. And then
a nice BSOD saying STOP. INACCESSIBLE_BOOT_DEVICE.

But with Windows 2003 Server, I can install just fine.

Is it some USB drivers 2k3 got, that 2k doesn't have?

If so, can I get it on my 2k cd?

I get same result with XP pro.

Borrow an ordinary IDE CD drive for the installation phase.
Alternatively you can temporarily install the hard disk as a
slave disk in some other PC and copy the Win2000 CD to
a separate partition so that you can start the installation process
from the hard disk itself.

IDE CD-ROM isn't possible. Tried that last night, and the HDD is a 2.5"
laptop drive..
Also tried to install win2k on my laptop with the drive in it, but when
it starts up, the proccess bar comes up (the starting windows white
bar) and then reboots the PC.

Right now i'm running Win2K3 on it, but the touchscreen isn't working.

Having a 2.5" hard drive is no problem. Buy an IDE to
2.5" adapter - they cost less than $10.00. Om det funkar
inte så behöver du lära dig tyska!

Entschuldigung, als ich "skrev" las, dachte ich, Du wärest
Schwede. Mit dem Adapter musst du vorsichtig sein: Wenn
du ihn falsch anschliesst, dann zerstörst du deine Festplatte
augenblicklich.

Yeah. But there's a slight problem.
I need a adapter, the other way around. From a motherboard with a 2.5"
IDE to a 3.5" IDE HDD.

Can't find any.

I've got one right in front of me but unfortunately
I live in Australia. Check your local computer store.
