Trying to get a "Restricted" Hotfix

I am trying to obtain the hotfix outlined in kb811789. I have tried calling
the 1-800-642-7676 to get this and was told to log onto the website. I do not
see where to log onto the website and then I was put on hold. After 10mins. I
hung up. Where do I go or who do I call to try to get this HotFix. I have a
user that has been experiencing this problem for the past month and I would
like to see if htis fix resolves the problem.

Just curious: Is this hot fix actually "restricted"? If so, why?
 
looks like its still in testing. The OP needs to call back and verify that
hotfix is intended for thier issue and then MS can send a URL and log in
information to obtain the hotfix.
