Trying to create VPN network connect, but option is grey

I'm trying to create a VPN connection as follows:

1. Create a new connection
2. Choose "Connect to the network at my workplace
3. Click "Next"
4. Now both options on the screen are grey and cannot be
selected. The options are:

Dia-up Connection (which I don't want) and
Virtual Private Network Connection (which I want)

Both are grey. Why?
