Cannot create VPN

I am trying to create a VPN in WinXP. I try going to
network connecitons, choosing New Connection, Choosing
Create VPN, next screen of the wizard wants me to choose
between Dial-Up and VPN, but both choices are grey. I
have made sure that I am logged in as system
adminstrator. Any suggestions????

Sorry - I can't help but I am experiencing the same
situation. Have you ever figured yours out? If so, what
was the problem? If not, let me know - if I figure it
