Trusted sites not working correctly

I have not put any site in the trusted sites zone but
every site I go to is coming up as a trusted site. How do
I stop this?

In the registry (regedit), the entry
HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Internet
Settings/ZoneMap/ProtocolDefaults/http should be set to 3 instead of
2.
