troubleshoot help

i am running windows 2003 enterprise edition and installed two fax modems
1) Multitech 28800 fax modem (ancient)
2) Creative Modem Blaster V.90 PCI DI5655 (new)

i am not able to receive faxes on either modem using the Microsoft Fax
service. However, i was able to use these modems using third party software,
like Zetafax
in the application log i get error event ids of 32092 and warnings of 32028
i can usually send faxes, although i would not say that it is very reliable.

is there a way to troubleshoot the fax service?

after further research i see that the error i consistently get is :
The remote fax machine did not respond in time, and the call was terminated.
with an "The incoming call cannot be answered as a fax call." thrown in
occasionally

it is hard to believe that every modem in the world is timing out when
attempting to connect to mine, is there a setting to adjust this or does it
indicate some other problem?
