event id 32090 w/ error 3003

I am having no luck with sending faxes from the fax console on an XP
Pro box. Unfortunately, when I use a cover letter, the fax does not
go to the outbox. But, if I fax a simple doc (i.e. from Notepad) w/o
a coverpage it goes to the outbox and then I get a notification that
the recipient fax did not answer and a warning notification in Event
Viewer. When the computer tries to connect with a simple doc the
machine does not even attempt to access the modem. But I have
verified the modem works through Telnet.

I have tried to un/reinstall fax services with no luck.

Any suggestions are appreciated. Please help.

Do you SP2 installed? Also give the full event description especially the
error code for the event logged. What is the modem you have? Is it certified
by Microsoft?
