Trouble with Users

We have a small network at work and users are continually downloading junk
software and causing PCs to run slow, popup problems, etc.

Any low cost solutions you all could suggest.

There are multiple users using the same 3 PCs can't monitor them and every
one denies stuff.

You tell them not to.
 
Type Group Policy in Help. Type Folder permissions in help. If you need to ask how maybe you shouldn't attempt it. Employ a professional for a couple of hours.
