Outlook Express won't run under Vista.

You're more likely to get help with Outlook Express if you ask in a
newsgroup meant for Outlook Express; probably one of the following,
but with which one depending on which version of Outlook Express
you are using:

microsoft.public.win98.internet.outlookexpress
microsoft.public. windows.inetexplorer.ie5.outlookexpress
microsoft.public. windows.inetexplorer.ie55.outlookexpress
microsoft.public. windows.inetexplorer.ie6_outlookexpress

Don't confuse Outlook Express with Outlook; there's a separate
set of newsgroups for asking about Outlook.

Outlook or Outlook Express or applications for receiving mail, their
accounts are configured according to the details/instructions provided by
your ISP - sbcglobal?

Assuming you really meant you are setting up your new account
in Vista's Windows Mail, go to its Tools, Accounts, select the mail
account you already started, Properties. Complete the General,
Servers, and Advanced tabs with information from your ISP:
