Trouble opening an Access database created in Access 2000

I have a user that uses a database that was created in Access 2000. This
user got a new computer with Office 2003 on it. The user can no longer open
his database. When trying to open the data base, you get the following error
message;

You do not have the necessary permissions to use this file. Have your
system administrator or the person that created this object establish the
appropriate permissions for you.

This occurs on both the original file and a copy of the file on the users
hard drive.

It is critical that I get this resolved, as the user cannot perform his job
without access to this database.

Sounds like the database has been secured using the Access User Security.
You basically have to open the database the same way it was opened using the
old computer. Take a look at how the old computer opens the database.

A secured access database has to be opened with the workgroup file the
database was secured with (.mdw file). The common ways to open a secured
Access database:
- Using the shortcut on the desktop with /wrkgrp parameter that points to
the workgroup file (.mdw)
- By setting Access to default to the workgroup file (.mdw). This method is
really incorrect and not recommended.

So, I would investegate the old computer and determine how that computer
opens the database and locate the .mdw file.
