trouble installing windows xp sp1

i am having trouble installing windows xp sp1. i get an error message
saying: Setup could not verify the integrity of the file Update.inf. Make
sure the Cryptogrpahic service is running on this computer.

right click my computer, left manage, double click
services and apps, left services go down the list and
check the service, if not started double click change to
automatic and apply, click start then F5 (refresh) see if
it stays on if not check your event viewer for error
messages and post in this same thread.
