trouble installing IE6 - Setup has detected a newer version

My internet explorer has been corrupted so that I cannot
load any web pages. I have a good internet connection as
I can send e-mail and connect to the internet using other
programs. I downloaded the latest available version of
ie6setup using another computer, but when I tried to
install it, I got a message that "Setup has detected a
newer version of internet explorer already installed on
the system. Setup cannot continue." I then removed ie6
using add/remove under the control panel, but I still get
the same error message.

Can anyone help with this? I would greatly appreciate it.
