trouble in setting up Costab 32 program

I have downloaded a program called 'Costab32' from the adb website
http://www.adb.org/Projects/costab.asp but having trouble in installing. When
I clicked on the setup icon, as per instructions, a message comes saying that
"C:\WINDOWS\SYSTEM32\AUTOEXEC.NT. This system file is not suitable for
running MS-Dos and Microsoft Windows application. Choose 'close' to terminate
the application."

What could be the problem and how to rectify.
